AGOURA YOUTH BASKETBALL ASSOCIATION

TRAVEL LEAGUE GUIDELINES

 

 

ARTICLE I Ð PURPOSE

 

Agoura Youth Basketball Association Ò(AYBAÓ) will sponsor teams in the Ventura County Youth Basketball Conference (ÒVCYBCÓ) in an effort to promote, supervise, develop and voluntarily assist in all lawful ways, the interest of the youths who will participate in the VENTURA COUNTY YOUTH BASKETBALL CONFERENCE.

 

ARTICLE II Ð ORGANIZATION MEMBERSHIP

 

            The VCYBC consists of the following seven cities and their respective high school districts:

 

            AGOURA                                  Agoura H.S., Oak Park H.S., Calabasas H.S.

            CAMARILLO                            Camarillo H.S., Rio Mesa H.S.

            CONEJO                                   Thousand Oaks H.S., Westlake H.S.

            MOORPARK                             Moorpark H.S.

            NEWBURY PARK                     Newbury Park H.S.

            SIMI VALLEY                           Simi Valley H.S., Royal H.S.

            VENTURA                                Ventura H.S., Buena H.S.

 

1.     Residents living outside of the listed high schools and their respective districts are not eligible. However, players are not required to attend public schools to be eligible for VCYBC play; the playerÕs residence being the determining factor of organizational jurisdiction.

2.     If a player lives within an optional high school area, he/she may play only for the organization where he/she resides (i.e., Oxnard Union High School District Ð Camarillo residents only are eligible).

3.     If a player changes residences during a season, that player stays with the team he/she started with that season.

4.     AYBA will sponsor players who reside in the Oak Park and Las Virgenes School Districts.

5.     VCYBC has final jurisdiction as to a playerÕs eligibility.

6.     Participation in the VCYBC is governed by the Bylaws and Playing Rules of the VCYBC.

 

ARTICLE III Ð SEASON AND DIVISIONS

 

1.              The VCYBC league season is divided into two terms: (1) a winter term which runs from November 1 through March 31, and (2) a summer term which runs from June 15 to August 1. Coaches and players are encouraged to play as a team in off season tournaments and leagues as part of their development.

 

2.              VCYBC consists of the following nine divisions:

3.              Playing rules for each division are determined by the VCYBC Board of Directors

 

 

 

ARTICLE IV Ð TEAM MAKE-UP

 

A playerÕs grade and age will determine the team that he/she will be eligible to play for. The player will be required to furnish a birth certificate and a report card or student ID dated within the last six months, indicating the grade level of the player.

 

The following are the maximum allowable ages for each grade level (as of September 1st):

1          AYBA will only be allowed to certify one (1) team per each grade level for the boys and girls divisions unless VCYBC determines that another organization will not have a team at that grade level, thus creating an opening.

2.              All players must play at their grade level, with the exception that players may play ÒupÓ one (1) year above their grade level. However, if the player who plays ÒupÓ chooses to play with his/her normal grade level in any succeeding season, that player may not play up in any future year.

3.         The AYBA Travel Team Director, in his sole discretion, determines if a player is eligible to play ÒupÓ. Approval must be obtained from the Director prior to tryouts.

 

ARTICLE V TRAVEL TEAM DIRECTOR RESPONSIBILITIES

 

1.              The AYBA Travel Team Director (ÒDirectorÓ) is an elected position of the AYBA Board. The term shall run concurrent with all other elected AYBA Board positions.

2.              The Director is automatically a member of the VCYBC Board and depending upon his position on the VCYBC Board, has specific duties as outlined in the VCYBC Bylaws.

3.              In addition to certain duties as an AYBA Board Member, the following are the DirectorÕs additional responsibilities:

a)               Coach Selection. As defined below

b)              Player Signups. Conducting signups during the league enrollment process

c)               Coordinating scheduling of games and practice times with the AYBA Scheduler. Prior to the start of the season, the Director will meet with the Scheduler and obtain gym time for the games, which is then sent to the VCYBC. Once the VCYBC approves its schedule, the Director must provide a copy of that schedule to the AYBA Scheduler. This must be done prior to the construction and release of the AYBA schedule so as to avoid any conflicts.

d)              Attending VCYBC board meeting. VCYBC will hold regular monthly meeting. The Director is required to attend, participate and perform duties in one of the 14 Board positions, ranging from Executive Officer to Division Director.

e)               Coordination and distribution of VCYBC materials. This includes game uniforms, end of the season trophies, practice T-shirts, game schedules, etc. Other information is distributed as needed.

f)               Scheduling tryouts for the winter season. After the selection of coaches, the Director will obtain indoor gym time in order to hold tryouts for various teams.

g)              Player/Parent/Team oversight. Handle any issues or problems that arise in the course of the season.

h)              Selection of second VCYBC participant. Assistant Travel Team Director (ÒAssistant DirectorÓ) Ð A second VCYBC position needs to be filled during each season. The Director will select a candidate from either the AYBA Board or the Travel Team Coaches to serve on the VCYBC Board. The Assistant Director reports to the Director and shares in the duties as directed. He is responsible to administer those duties in the event the DirectorÕs of the DirectorÕs absence.

 

ARTICLE VI Ð TEAM AND PLAYER SELECTION

 

1.        In order to be eligible to participate in the VCYBC program a player must complete the AYBA registration process, including payment of the AYBA fees. Additional documentation is needed by VCYBC to certify a playerÕs eligibility as to correct residence, grade, and age, as well as an insurance waiver and Code of Conduct before being allowed to play. This is performed after team selection by VCYBC. Players must maintain a ÒCÓ average or above in their schoolwork

2.            Player selection for each division occurs in October of each year. All divisions/coaches are required to hold open tryouts prior to selecting a team. A player indicates his interest in trying out for a travel team during the AYBA registration process.

3.            Travel teams must be selected prior to the AYBA intramural draft. Each coach must provide the Director with a roster of playerÕs selected. The roster is to be provided to the applicable AYBA Division Director in order to eliminate those players from the intramural draft.

4.            Players selected during the October tryout are members of the team through August 1 of the succeeding year. A player selected in October automatically qualifies for the summer travel session and is not required to tryout for the summer team.

5.            Players selected to play in the VCYBC are not eligible to play on an AYBA intramural team, with the exception of team alternates as defined by AYBA rules.

6.            Coaches may add players who were not on the winter team to the summer team, but cannot drop a returning winter player in order to make room on the roster.

7.            Winter rosters must consist of a minimum of 10 players, and may have a maximum of 12 players.

 

ARTICLE VII COACH SELECTION

 

1.            Coaches are selected each year after the AYBA registration closes and in most circumstances prior to October 1.

2.            Each coach will be required to go through an interview process before the Coaches Selection Committee (ÒCommitteeÓ). The Committee shall consist of the following people: AYBA Travel Team Director (Chairman), AYBA Travel Team Assistant Director or AYBA Coaches Selection Director, applicable Division Director, two AYBA Board Members selected by the Director. The selected coach is required to obtain a 75% approval vote in order to be selected.

3.            There are two initial criteria used in the coach selection process: (a) if the coach has a son/daughter in that division, the player must have strong basketball skills that would enable him/her to be selected by any coach other than his/her parent; and (b) a coach must have a demonstrated understanding and knowledge of the game of basketball. Other criteria are determined by the Committee, but a prospective coach can be eliminated from consideration if he/she does not meet the above two criteria.

4.            A selected coach is generally considered to hold the position for two years. He/she can be removed prior to that period for performance issues, poor evaluations or at the discretion of the Travel Team Director.

5.            A returning coach is not required to interview for the position if he is not challenged by another potential candidate, or if the Travel Team Director deems to retain him/her.

6.            All coaches must sign the VCYBC Coaches Code of Conduct.

 

ARTICLE VIII UNIFORM SELECTION

 

1.            All teams shall have the same uniforms as selected by the Director. The uniforms must consist of a dark jersey and a white jersey. Teams are not permitted to purchase uniforms other than those selected by the Director.

2.            At the beginning of each season, the Director shall provide each team with an order form from the approved vendor. Each coach is to complete the information on the form and return it to the Director. The Director submits the completed form to the vendor.

3.            The vendor is to deliver the uniforms to the Director once they are complete. It is not acceptable to have the uniforms delivered directly to the teams.

4.            The vendor will provide the Director with a separate invoice for each team. The Director will then calculate the amount owed by each team after deducting the AYBA sponsored portion of the uniform.

5.            The Director will advise each coach of the amount due. The uniforms can be distributed to a team only after the coach has provided the Director with payment for the uniforms.

6.            The Director will submit the invoice and payment to the AYBA Treasurer, who will in turn, make final payment to the vendor.

 

ARTICLE IX PARENTAL CONDUCT

 

Travel Teams play their games in several different communities in Ventura County. As such, conduct of travel team parents communicates the values of our community and AYBA. Therefore, parental conduct must be exemplary at all times. Parents whose child participates in Travel Team must sign both the AYBA Code of Conduct and the VCYBC Parental Pledge.
